CEA Responses to CEIOPS Consultation Papers
Within open consultation with the market carried out by CEIOPS there was published a second phase of Consultation Papers to the implementing legislation of Solvency II Directive. This consultation is a continuation of the first phase carried out from March to June 2009 and is aimed at providing recommendations on basic supervisory lines for the European Commission.

CEA prepares comments and opinions in response to the content of consultation documents. The final text of the CEA comments will be published shortly.
CEA Response to CEIOPS Consultation Papers 15-19
This document is a response to CEIOPS Consultation Papers No.15-19. Topics of these studies include various elements of the future Solvency II regime:
- CP15 ” supervisory reporting and public disclosure requirements
- CP16 ” Pillar II issues relating to reinsurance
- CP17 ” capital add-ons Pillar II for solo individuals and groups
- CP18 ” harmonization of supervisory bodies in the context of solo and group
- CP19 ” safety measures
CEA Response to CEIOPS Consultation Paper 20
This study is a response to the consultation paper CEIOPS 20. Topics covered in CP 20 include, in particular, a quantitative valuation of assets and liabilities, the SCR standard formula, the MCR, the application of partial and full internal models and a measure of security.

CEA Responses to CEIOPS Consultation Papers
In March 2009, CEIOPS released a series of Consultation Papers on specific areas of the Solvency II Directive:
CP 26 - Methodologies (actuarial and statistical) for calculating the Best Estimation.
CP 27 - Segmentation of lines of business for the insurance and reinsurance.
CP 28 – Frame of the solvency risk of customers in the standard formula for the SCR.
CP 29 - Criteria for acceptance of additional own funds.
CP 30 - The inclusion of future premiums in the assessment of technical provisions.
CP 31 - Qualitative approach to risk mitigation techniques.
CP 32 - Appraisal of circumstances, in which future management decisions should be taken into account in the calculation of technical provisions.
CP 33 - Key issues to ensure proper management system for insurers and reinsurers.
CP 34 - The principles of transparency of public reporting.
CP 35 - Issues of acts of valuation methods and other commitments.
CP 36 - Approach to the SPVs (Special Purpose Vehicles).
CP 37 - Procedures for the validation of internal models.
Transmission of the final opinion to the European Commission is preceded by a consultation phase covering the period from April to early June 2009. In response to these consultation papers CEA prepared comments. CEA content of comments is below:
